".....The concept of killing civilians and placing the blame on the enemy goes back to Operation Northwoods (1962), a secret plan of the US Joint Chiefs of Staff titled “Justification for U.S. Military Intervention in Cuba”. ”The Top Secret memorandum (declassified) described U.S. plans to covertly engineer various pretexts that would justify a U.S. invasion of Cuba, including the assassination of Cubans living in the United States......"

Sorry Mr Chossudovsky, you are wrong. Probably the first man trying to apply this deception to him suggested by Satan was a certain Cain. But we'll not list all the disgraceful history of the human gender and his sins. We'll limit the historical horizon to the previous 23 years before the alleged projects for the Operation Northwoods. Well before the Americans, there was your appreciated Stalin, excellent professor, to implement the concept of killing defenseless people (I hope you, Mr Chossudovsky, would be not too much upset if I consider military prisoners near to be 'civilians' as they are unable to defend themselves). And, at the same time, to place the blame on others.
But hopefully you have still substance at disposition in order to build with it a blame on America, Mr Chossudovsky, if only you would it....:
Declassified documents prove U.S. DID help cover up 1940 Katyn massacre where Soviets slaughtered 22,000 Polish officers
And today? Is Obama counting on Putin to defy the re-birth of Polish-Lithuanian Commonwealth and the restoration of Koenisberg as capital of the first Protestant state in the world?|
Newly declassified U.S. army documents reveal that two American POWs sent secret coded messages to Army intelligence after their 1943 visit to Katyn, pointing to Soviet guilt for the 1940 massacre.
After witnessing rows of corpses in the Katyn forest, on the western edge of Russia, the American POWs told Washington they believed the Nazi claims that Soviets had carried out the killings of 22,000 Polish officers.
Having seen the advanced state of decay of the bodies, the POWs concluded that the killings must have been carried out by the Soviets rather than the Nazis who had only recently invaded the area surrounding the Katyn forest.
The documents shed further light on decades of suppression of Soviet guilt within the U.S. government which began during WWII when the blame for the massacre was being pointed at Nazi Germany. The long-held suspicion is that President Franklin Roosevelt didn't want to anger Josef Stalin, an ally whom the Americans were counting on to defeat Germany and Japan.
"......Russian Rights Group Denied Information On Katyn Massacre
July 14, 2010MOSCOW -- The Russian government has rejected a request by the human rights organization Memorial for access to classified information about the World War II-era Katyn massacre, RFE/RL's Russian Service reports.
Aleksandr Guryanov, the director of Memorial's branch in Poland, said on July 13 that the refusal was issued by the Interdepartmental Commission for the Defense of Government Secrets.
The commission claimed that human rights organizations do not have the right to such information.
In April, the Russian government announced it would make previously classified files on Katyn available to the public.
That announcement came in the wake of the April 10 plane crash that killed Polish President Lech Kaczynski and dozens of top Polish officials en route to a ceremony in Russia marking the 70th anniversary of the Katyn massacre.
....."etc. etc. etc.
No one who was not alive and aware in the United States during the war can imagine the deference to the Soviet Union and its war effort exhibited by Franklin D. Roosevelt's war-time administration and the American media. For example, not only did the Office of War Information blame the Katyn executions on the German army; OWI also implicitly threatened to remove licensure from the Polish language radio stations in Detroit and Buffalo if they did not cease broadcasting the details of the executions. In all the long years when Alan Cranston served as U.S. Senator from California no one mentioned his part as an OWI functionary in the intimidation of the Polish-American radio station managers. The London-based Polish government-in-exile, whose leaders had requested a Red Cross investigation of the affair, was characterized as having "stupidly walked into Goebbels' trap". Was that the initial manifestation of what later became America's favorite ethnic stereotype? -
If well seventy years ago they helped Stalin in to cover the massacre of Katyn, it will be not a surprise that from America and from Europe it arrives the help for Putin in the work of annihilation of the traces of the Polish-Lithuanian Commonwealth emerging among the icebergs of the political powers in Eastern Europe, EU and Russia - still Mr Chossudovsky:See more at: http://hnn.us/article/5136#sthash.gsGmb2vY.dpuf

The telephone file was apparently uploaded by officers of the Security Service of Ukraine (SBU) loyal to president Viktor Yanukovych indicating that the power structures of the coalition government are fragile, to say the least.
Below is the excerpt of the transcript of the leaked telephone conversation (emphasis added):
Urmas Paet: “There is now stronger and stronger understanding that behind the snipers, it was not Yanukovich, but it was somebody from the new coalition,”Catherine Ashton: “I think we do want to investigate. I mean, I didn’t pick that up, that’s interesting. Gosh,”According to RT: The telephone call “took place after Estonia’s Foreign Minister Urmas Paet visited Kiev on February 25 at the peak of clashes between the pro-EU protesters and security forces in the Ukrainian capital. Paet also recalled his conversation with a doctor who treated those shot by snipers in Kiev. She said that both protesters and police were shot at by the same people.”
Urmas Paet “And second, what was quite disturbing, this same Olga [Bogomolets] told as well that all the evidence shows that the people who were killed by snipers from both sides, among policemen and then people from the streets, that they were the same snipers killing people from both sides,” the Estonian FM stressed.Catherine Ashton; “Well, yeah…that’s, that’s terrible.”Urmas Paet: So that she then also showed me some photos she said that as a medical doctor she can say that it is the same handwriting, the same type of bullets, and it’s really disturbing that now the new coalition, that they don’t want to investigate what exactly happened,”While the EU’s High Representative for Foreign Affairs and Security Policy Catherine Ashton does not have “blood on her hands”, she has had frequent meetings with Oleh Tyahnybok, leader of the Neo-Nazi Svoboda Party, who in all likelihood was involved in the sniper killings.
“Well, yeah…that’s, that’s terrible.” says Catherine Ashton. But what is the followup? Will the matter be debated by the EU Commission or will it be hushed up?

Uh? What is the followup? Was there a followup for the massacre of the Polish ruling class, 96 people, at Smolensk, in 2010, by European Union?
There was no followup except the EU cover-up. And after four years of distance, for coherence, EU continue in Kiev on the same path of Smolensk cover-up, aiding the same FSB in to keep his hands clean from any trace of the blood of Kiev's assassinations. Any means is legitimate if the goal is the suppression of the least historical memory of the Commonwealth. EU: with the right hand they condemn Putin, with the left they help him:

03.03.2014At an emergency meeting of the European Union foreign ministers in Brussels, Foreign Minister Urmas Paet along with colleagues from other European Union countries unequivocally condemned Russia's aggression in Crimea in Ukraine, which is a violation of sovereignty and territorial integrity. "Russia's actions towards sovereign Ukraine are contrary to the UN Charter and a threat to peace and security," the EU foreign ministers said.

"...Urmas Paet At Reykjavik Congress On Human Rights.
Posted March 17, 2014....It is not known if Catherine Ashton and Urmas Paet have decided to avoid any contact with members of the world’s media, in hopes of downplaying as much as possible the profound implications of over 100 Ukrainians and police officers shot dead by snipers in Kiev. Given the grave nature of statements made by Mr. Paet in the leaked call, in the very near future he and Ms. Ashton will be unable to avoid making public comments to reporters - and detectives and investigators working to find the shooters, if and when the investigation begins.
Dr. Urmas Paet of Estonia makes a reasonable, sensible argument for expansion of the ICC for finally deterring war crimes and crimes against humanity, removing the last vestiges of committing such major crimes with virtual impunity.
One can only wonder if Estonia’s Urmas Paet has already taken actions to find and arrest those snipers he referred to in his now world-famous phone call – with the prosecutions and convictions taking place in the International Criminal Court.

Always ready the leftist humanitarian intelligentsia to make questions at the right moment. But Smolensk 2010 Crash? Why should Paet and Asthon ask justice for the 100 murdered in Kiev if they didn t ask justice for the 96 murdered at Smolensk? The fact is that pro-Stalinist Western press is alive and kicking also today like in the age of Alan Cranston and his anti-Polish OWI office. Is it believable that so deeply involved in EU functionaries who still are aiding the FSB in the cover up of Smolensk 2010 Crash and were happy in to see an euro-skeptik and pro-Commonwealth president of Poland wiped away (Lech Kaczynsky), would not continue to help the liquidation of any geo-political concept different from EU and Putin's Russia?
They once helped Stalin to bury 21,000 Poles murdered with a shot in the head, and it was allegedly Western British intelligence to murder general Sikorsky; in comparison, for them, to help Putin washing his hands from the responsibility of and involvement in 'only' 100 murdered in Kiev, pleeeease, it's a child's game...:
Urmas Paet (born 20 April 1974) is an Estonian politician who has been Minister of Foreign Affairs of Estonia since 2005. He is a member of the Estonian Reform Party. As of September 2010, Paet has been the longest serving minister since the re-establishment of Estonian independence.

".......The founder and the first chairman of the Reform Party, Siim Kallas, has been since 2004 a Commissioner of the European Commission. He is also one of the five Vice Presidents of the Barroso Commission..........."

And now read again Mr Chossudovsky to smell the true stench:
"......The telephone file was apparently uploaded by officers of the Security Service of Ukraine (SBU) loyal to president Viktor Yanukovych indicating that the power structures of the coalition government are fragile, to say the least......" [from the above mentioned excerpt of GlobalResearch]
SBU, the one loyal to president Viktor Yanukovych, was very skilled in to intercept a talk between two high functionaries of EU and Estonia, but not able to stop a single "Nazi-Polish sniper of NATO at the order of the Americans". Maybe because such snipers were doing the agenda of Putin?....
And now.... surprise! Look at sentinel who had to help satellite countries in to check the arrival of the "international crime". This sentinel was allegedly so skilled to intercept Ashton-Paet chats but not able to stop a single " Nazi-Polish sniper", notwithstanding they knew about the many paramilitary camps in West Ukraine:
"......The FSB Opens a New Foreign Front
The Federal Security Service will be given a detachment of agents to be assigned to permanent duty in foreign states. Their task will not be to protect Russian diplomats from spies but to work with local intelligence agencies in the "struggle against international crime."

According to the explanatory memorandum to the bill that President Vladimir Putin has submitted to the State Duma, FSB operatives are now being dispatched to foreign states for up to six months "to provide advice and guidance to their intelligence and law enforcement agencies in conducting operational, search and other special activities." For the time being, those detachments will be sent only to Abkhazia, South Ossetia and Kyrgyzstan. The goal is to give them the opportunity to serve as permanent advisers. According to the memorandum, a group of 15 agents will be sent to each of the three countries, although the FSB would like to expand the list of states "in need of its help."
But the FSB initiative differs fundamentally from the practice of the Interior Ministry and seems to be an attempt to revive the Soviet custom of posting its secret police to the intelligence agencies of Eastern Europe.......
When this happens, the FSB usually counters by complaining that its powers are too limited and requests broader authority. Not surprising, a new law broadening the definition of treason was signed by Putin last year in what many view as a nod to the FSB. The law also made it much easier for the FSB to conduct surveillance and wiretapping.
The current initiative to send permanent detachments of security officers to help the intelligence services of friendly regimes apparently falls under the same category. Apparently, it is better to let the FSB fight hostile forces in distant lands than in Russia.

Don't tell me that KGB/FSB didn't know. Don't tell me that the cronies of Putin, president Viktor Yanukovych's intelligence, had not presentiment of "Nazi-Polish NATO sniper squads".... They had about twenty years at disposition to know what's happening in Ukraine , what mostly of the Western press already knew.
Be patient, Ukrainian, maybe, like did Gorbachev after fifty years from Katyin's massacres, FSB will tell you the truth and a day you could learn that maybe those "Nazi-Polish snipers" were more linked with those little strange countries, Abkhazia, South Ossetia and Kyrgyzstan than with Poland and USA. Without offense for those three little nations which are intimidated and must obey to the will of the bully of their ward, the Kremlin. The problem is that when the time will come when another Gorbachev will finally leak such information to you, Ukrainian, you, at that future time, could have already been completely disappeared, together with Poles and Lithuanians. And such info will be of no use for no one.
Don't worry, this is Molotov-Ribentropp Pact, version 2014, blessed by the jesuit pope because this is the first implementation of the papal crusades of the third millennium, quartering Ukraine, Polish-Lithuanian Commonwealth and burying forever Koenisberg in the reinforced concrete of Putin.
