This of course makes it all but certain that Breivik was on the proverbial "watch list" of several intelligence agencies, most definitely that of Norway too.  It is now going to be increasingly difficult to maintain the 'lone gunman' theory they are pushing.

Head of Centre for Information and Public Relations of KGB of Belarus Alexander Antonovich said on March 2 that the media had spread unverified information about the visit of Norwegian terrorist Anders Breivik to Belarus. "Unverified information was used by some media, including the website "Gazeta.ru" and the television station NTV, seeking for a sensation out of the fictional, totally unverified information," he said.

According to him, in the request, sent to Belarus in the case against Breivik, the Norwegian law enforcement officers asked to interview Mikhail Reshetnikov, who had actively disseminated information on the presence of terrorists in Belarus. In particular, they wanted to know whether he’d met Breivik before, whether he knew anything about his travels, plans, political and religious convictions or any groups, Breivik could be a part of, BelTA informs.

However, since 2007, Mikhail Reshetnikov has been outside Belarus, possibly in Spain. September 28, 2010, he was put on the international wanted list on charges of committing crimes in 2007, under Part 4 of Article 210 of the Criminal Code of Belarus (embezzlement through abuse of office on a large scale). He is accused of embezzling a large sum of money of one of the enterprises.

According to the KGB, Mikhail Reshetnikov was deliberately spreading false information about Belarus to pass himself off as a political refugee to quickly obtain foreign citizenship. That information was used by the media.

Alexander Antonovich says that the Belarusian law enforcers found that Breivik arrived at National Airport Minsk by flight OS-687 from the airport of Vienna on March 4, 2005. He didn’t stay long in Belarus and left the country for Warsaw by flight LOT-706 on March 11. According to the KGB, Breivik Belarus did not attend in other periods.

The representative of the KGB said that Anders Breivik had been in touch with Nadezhda Rutkovskaya in Minsk, who lived in the district Uruchcha. "It is a former military town. Ultimately, this circumstance, as far as we know, was the occasion for the dissemination of information about Breivik’s location near a military base or at a military base," he said.

In February 2009, the Belarusian woman went to Germany. Now she lives in the U.S. North Carolina with her family.

Breivik mentioned in his online manifesto visiting Belarus to study the effects of fallout from the 1986 Chernobyl nuclear disaster. The former Soviet republic’s state border agency has confirmed he was in Belarus from March 4 to March 11, 2005.
Reshetnikov also claimed Breivik had participated in “sabotage-terrorism drills” under a former Belarusian special service officer and that he had used a fake passport to enter Belarus.

Norway is taking part in NATO operations in Libya and Gaddafi has threatened attacks against Europe.

New information about Anders Brievik, the Norwegian terrorist, is being published in erstwhile Soviet satellite countries – that he underwent militant-terrorist training in (post-Soviet but still communist) Belarus.
According to this report he was trained under a former colonel of Belarusian special forces, Valery Lunev.

Eastern European feeds are full of details of Breivik’s multiple trips to Belarus, changes in his behavior and wealth, and the training he underwent in Belarusian militant camps. In fact, Belarus’ tight government regime and active intelligence have served a great purpose this time around. … Belarusian KGB kept precise records on Breivik, who was called “Viking” in the intelligence reports. …
It appears that the Norwegian terrorist underwent the militant-terrorist training under the guidance of 51-year-old Valery Lunev, a former colonel of Belarusian special forces, who now lives in Netherlands but regularly visits Belarus. According to Mikhail Reshetnikov, the Head of the Party of Belarus Patriots who is familiar with the intelligence records, “Breivik visited Belarus three times. Last Spring, while actively preparing for the terrorist attacks, he entered Poland with his own passport, and then travelled to Minsk under a passport of another European country. He recently got a Belarusian girlfriend and obtained access to significant amounts of money.”

Who paid him? To do what?
His targets were members of a Russia-friendly left-wing Norwegian political party. How did his terrorist actions against them serve the interests of communist Belarus?
It is an impoverished state with a “Soviet-style economy”, ruled by a man who, according to the BBC (which is not unfriendly to collectivist tyrannies), is a nasty tyrant:

For much of his career, Mr Lukashenko has sought to develop closer ties with Russia. On the political front, there was talk of union but little tangible evidence of progress, and certainly not toward the union of equals envisaged by President Lukashenko.
Belarus remains heavily dependent on Russia to meet its own energy needs and a considerable proportion of Russian oil and gas exports to Europe pass through it.

Seems Master Putin may be choosing another class favorite:

Relations with Russia deteriorated sharply in the summer of 2010, with disputes over energy pricing, customs union terms and the presence in Belarus of ousted Kyrgyz president Bakiyev, prompting speculation that Moscow might switch support from Lukashenko to another leadership candidate.

In Russia and Eastern Europe, it seems, plus ça change, plus c’est la même chose!
There is a mystery here. Does Belarus just train anybody  who applies to become a terrorist, regardless of the use he intends to put his training to, or the objectives he has in mind?  That would mean that Lukashenko (remember nothing official happens in a tyranny  without the tyrant ordaining it) simply wants to promote general chaos.
If not that, what particular Belarusian or Russian interests was Breivik serving? Did Lukashenko want to strike a very indirect blow against Putin by hurting his Norwegian fans?
Perhaps Breivik misled his trainers. Perhaps he told them he intended to bomb the US embassy in Oslo.
With what’s been revealed, there’s plenty of scope for conjecture but little certainty. Rather, uncertainty grows.
And it’s unlikely that explanations will come out of Belarus. None, anyway, that a savvy observer would trust.
Footnote: Of course the whole story of Breivik being trained in Belarus could be “disinformation”, a term coined during the Cold War meaning: false information, spread for mischievous ends through obscure channels on the chance of it’s reaching and deceiving the enemy’s mainstream media and intelligence agencies.

  Breivik is said to have gone to Belarus to meet a girlfriend that he met online. I suspect that the Belarus link is disinformation. Breivik is associated with right wing western groups..not commie groups.   I want to add that the paper gazeta.ru is owned by oligarch Usmanov. So this news was more likely released in agreement of official Russian politics. It did not come out in russian satelites but in russia from places close to Kremlin. The Putin's youth who loves breivik is also terrorizing Russian dissident movement.

  yes it is actualy very important news, here it was already a few days ago and I did not pay much attention to it. But Putin has slowly mooved from communism to nationalism. His big threat is too united Europe, because he is afraid of isolation. He likes to switch on and off gas pipes if a state does or does not do what he wants.  There are big minorities in the neighbouring regions and he wants to raise their spirit. For example almost a half of Ukrainians have been russified and he wants to keep the influence. The majority of the Russian army is still on Krym, which is in Ukraine.
  I find especially funny Putin's friendship with theRussian  Church and with Romanovs. The grand daughter of the last Czar has put to the court the case of the czars murder, and they reinvestigate if it was legal, which is really ridiculous.
  I read often a Journal for Czech Russians -IKONA (Icone), paid by Russian embassy in Prague. It is full of miracles supporting the greatness of Russian nation. There were for example miracles happening in Osetia. The Virgin was saving Russian soldier from Georgian bullets, and so on.

Putin is also supporting the Czech president Klaus, because he is anti EU and pro Russian trade.  I do not know what to think, but certainly  the information was released in Russian paper gazeta.ru, and it is certanly favorable to russian politics. If Lukasenko is the main bad guy, the west does not criticize Russia and  it ties Belarus closer to Russia and makes Lukasenko even more obedient. But i do not think the Russians or Belarussians have planned the details. They hate the west so they could train him, but what he finally did - it was certainly a product of his own brain.

  I agree Joszaruba, that it was a product of his own brain. I spent considerable time in Belarus and met with Lukashenko on several occasions. This was some years ago...in fact during this time there were many rumors that Saddam Hussein was considering seeking asylum in Belarus....with his billions of course. Putin and Lukashenko have a love hate relationship, and L has learned how not to push too far while wanting to appear independent. I also believe that Joszaruba appears to be more right-wing and Christian...not communist.
  Putin has a passion to be Crowned Czar. That is his aim. He wants to reconstitute the old Soviet borders. Ukraine, as you correctly pointed out, is safely encompassed within that territory now for all practical purposes. Many years ago under the "able" leadership of Yulia Tymoshenko, who was wanted for crimes in Russia when she became PM, executed agreements with Russia to turn over oil, cement, and other state owned companies to Putin and his buddies.
  It is sad that the American President is too stupid and incompetent to lead. Putin and Xi Jinping are schooling him right now.

  The more I read about this guy Breivik, the more I see that he was not just some guy that went off the deep end at the spur of the moment over night , but was a radical extremist that trained, plotted and schemed for quite some time and most certainly had powerful elements supporting him. 
                         I never thought long ago that during this era of time  2011 , it would be a time of world wide terror and chaos .       Utøya Massacre also as part of the aggression against Poland, Lithuania, Ukraine of today. The dismissed detail of the Belarus travels of Anders Breivik is a clear evidence that the murder of Lech Kazynsky and other 95 people (Smolensk April 2010) was only the intro for what is happening today.   Anders Breivik’s connection with Lithuania has been revealed. In the court, held in Oslo on Wednesday, the extremist terrorist admitted that he had been in Lithuania in January 2004 for 25 hours and opened a bank account in “Snoras”, delfi.lt reports.

Prosecutor Inga Bejer Engh announced that the ultranationalist radical, responsible for murdering 77 people, had spent 25 hours in Lithuania 8 years ago. A.Breivik left the country on January 21 after opening a bank account in “Snoras”.
According to the case file, 20 thousand dollars were transferred to his bank account from an American company. The defendant claimed to have forgotten about that.
Earlier reports indicated Breivik was involved in forgery business and money laundering. For this reason, he had bank accounts in foreign banks.

The Truth About Beslan

A report entitled Beslan: The Hostages’ Truth compiled by Yuriy Savelev, a State Duma deputy and member of the parliamentary commission investigating the terrorist attack, was published today on the Pravda Beslana (Beslan’s Truth) web site www.pravdabeslana.ru. This report, the “special opinion” which other investigators did not agree with, is practically the only voice of reason on the parliamentary commission, as the official version of events directly contradicts not only the evidence of the hostages and witnesses, but even the laws of physics and explosives.

Yuriy Petrovich Savelev is a doctor of technical sciences, a highly qualified expert on the physics of combustion and explosions, a professor and former rector of St Petersburg’s Institute of Military Mechanics, the only specialist of his kind on the commission.

In May-June this year Savelev familiarised other members of the parliamentary commission and a range of experts with his report. Making practically no substantial objections, they described his conclusions as “deliberate falsification of the data” and “speculation”. The chairman of the commission, A. Torshin, accused Savelev of “playing political games”. The reaction to the report can be easily explained: Savelev not only completely destroys the official version of the terrorist attack in Beslan (the version of the Prosecutor’s Office which was repeated by A. Torshin in his December 2005 report), but also proves the terrible truth: the hostages died not through the fault of the terrorists, but through the fault of the HQ’s actions. Not simply the actions but the criminal order given by one of the HQ’s FSB generals.

Yuriy Savelev’s report is voluminous, packed with evidence, calculations, formulas and photographic proof. The author pays a lot of attention to the testimonies of the surviving hostages, witnesses and eyewitnesses. These testimonies were given in open court during the trial of Nurpashi Kulayev at the Supreme Court of the Republic of North Ossetia-Alania. Stenographic records of the trial, which were published quickly on the www.pravdabeslana.ru web site, allowed any interested party to delve into the circumstances of events in Beslan. The details repeated by the former hostages provided material to understand the events of 1-3 September 2004 and especially the events that set in motion the storming of the school on 3 September. Moreover, Savelev based his report on the large archive of photographic and video material from the scene of the tragedy which was put together with the help of reporters who worked in Beslan. It is not easy to paraphrase the report either in terms of its scope or its base of scientific evidence, so I will restrict myself in this article to just the main conclusions.

The first part of the report is devoted to the circumstances surrounding the explosions in the school sports hall, which were heard after 13.00 on 3 September 2004 and after which the “enforced storming” began. The official version runs: “The unidentified terrorists activated explosive devices rigged up in the school sports hall.” The investigation proceeded from this version, conducting expert analyses in explosives and fires. Savelev pays a great deal of attention in his report to criticism of these analyses. Taking as a basis the repeated evidence of the hostages, the investigation of the nature and timing of the destruction in the sports hall, the used casings from single-shot weapons, which were found by local residents and handed in to the prosecutor’s office, and photographic records and using formulas to calculate the strength of the explosions, the author of the report draws his conclusions. The first explosion in the sports hall, packed with weak hostages, was the result of a shot from an RPO-A (rocket-propelled infantry flame-thrower with a thermobaric action, in other words a Shmel flame-thrower) from the five-storey House No 37 in School Lane. The shot was fired at 13.03 into the northeast corner of the attic space of the sports hall, which adjoins the gym. As the FSB did not reply to the official enquiry of the parliamentary commission, the author admits that in this case an RPO-A might not have been used, but a TBG-7V grenade (RPG-7V1 grenade thrower), RShG-2 (rocket-propelled assault grenade) or an MPO-A (although at that time this type of weapon might not yet have been in the armoury of the Russian Federation FSB’s special centre). As the shot was made by a thermobaric grenade with a simplified charge, then it is likely that a weapon of the types mentioned with similar specifications was used.

The second explosion in the sports hall, which was heard 22 seconds later, was caused by a high explosive splinter grenade, with an equivalent of 6.1 kg of TNT, fired from an RShG-1 grenade thrower in the five-storey House No 41 in School Lane. The shot destroyed the wall beneath the northern window’s sill, close to the western wall of the sports hall.

It is important to note that a significant number of the explosive devices rigged up by the fighters in the sports hall did not explode, while some of them did explode as a result of the raging fire. A large number of the hostages in the sports hall died precisely as a result of the first two explosions. Some of the survivors managed to run out of the sports hall, while after the explosions others were taken by the fighters into the school’s canteen, assembly hall and southern wing. The fighters moved the people because a fire had started in the sports hall and had taken hold very quickly. The fire in the sports hall started as a result of the first shot, practically at 13.05, as the school’s attic area, ceiling rafters and lagging had begun to burn where the thermobaric grenade fell. The burning rafters and lagging fell onto the wounded, but still living, hostages. The order of the head of the operational HQ, FSB Maj-Gen V.A. Andreyev, to extinguish the fire came at 15.10, the first water at 15.28, that is, two and a half hours after the start of the fire. In this time all the hostages who remained in the sports hall were burnt. Helpless and wounded, they were burnt alive.

A better fate did not await those who were moved from the sports hall to other parts of the school. All parts of the school except for the sports hall came under fire from outside from Shmel flame throwers, RPG-26 and RShG-2 grenade throwers, other weapons and also from tanks. Yuriy Savelev has calculated from the investigation’s official documents and forensic reports that approximately 300 to 310 hostages were taken from the sports hall to other parts of the school and that approximately 106 to 110 of them died.

The report contains many other convincing expositions and conclusions. I have mentioned only the basic ones. The main conclusion is: the storming of the school in Beslan was engineered (begun) by the use of weapons by the Russian special services, specifically the team from the operational HQ. However, the storming was presented to us as “enforced”, that is, begun after “the fighters blew up the sports hall”. Savelev proves in his report that this is not true.

Why did events turn out this way? What was the logic and what were the circumstances that made the HQ fire several times into the sports hall and then begin the assault? I have been asking myself this question for a long time. This is my theory. First, it has to be taken into account that there were in fact two “operational headquarters”: one, termed by convention “the power-wielding structures or heavies”, which included the federal FSB, and the other “civilian”, which included the leaders of the republic, deputies, and also regional, Ossetian heavies of a lower rank. From 1 September the “heavies” HQ was preparing the assault, while the “civilian” HQ was looking for a peaceful resolution of the situation through negotiations. In many ways the “heavies” restricted the actions of the “civilians” (in particular in their attempts to negotiate with the fighters) and also took pains to assure everyone that “there will be no storming”.

From the very beginning the local population and relatives of the hostages in the school were very afraid of an assault by force. Representatives of the “civilian HQ” went out to meet people and assure them that “there will be no storming”. But they were not really believed: the degree of mistrust of officialdom was outstripped by the lies of the HQ and mass media (especially the federal TV channels) about the number of hostages – all three days it was reported that there were 354 of them, although by the afternoon of 1 September the number was known to be “more than 1,000” (members of the HQ - the Russian Federation president’s deputy press secretary, Dmitriy Peskov, and the deputy director of the “Vesti”(“News”) department for information and the press, Pyotr Vasilyev - “filtered” the information for the media). Ossetian men literally formed a living ring around the school in order to prevent an attack by the military. They were armed with whatever they could find, even with rare weapons from the Second World War.

But while the “civilian” HQ was thinking about ways of holding negotiations, the “heavies” were preparing to storm the school. It should be noted that the “civilian” HQ even achieved some success in their work – agreement was reached on the arrival of Maskhadov whom they promised to let into the school. He was guaranteed a corridor and airfield. An hour after these agreements were reached, the storm of the school began.

The “heavies” HQ faced a “difficult” task: how can they storm the school if local residents will see this straightaway and get in the way of the work of the special units? The decision was taken then: 1. to engineer the assault; 2. to make it look as though the fighters themselves blew up the sports hall; 3. to this end to fire several times into the sports hall (into the attic, under the hall’s window and into the window); 4. to begin the assault with special forces; 5. to distract the attention of the fighters before firing into the sports hall (it had been agreed that forces from the Emergencies Ministry would collect bodies thrown out of the school window). This was the plan. This was the chronology: the Emergencies Ministry drives up to collect the bodies, at 13.03 explosions are heard in the sports hall, special forces begin “the enforced storming”. The local population does not get in the way of the troops and themselves rush to drag the hostages out of the sports hall.

I am sure that only a few people knew the details of this operation. I am sure that this operation was devised by the FSB. Most likely the generals knew about this operation – at that time they were deputy FSB directors V. Pronichev, V. Anisimov and A. Tikhonov who were in Beslan and leading the “heavies” HQ. And of course the operation was agreed with President Putin, perhaps without the details, but in principle: “A storming and no negotiations”. A source in the presidential administration reported that President Putin took the decision in principle to storm the Beslan school at roughly midday on 1 September 2004. History does not forget such decisions.
