Since the FSA declared war on this group on 3rd January 2014 and took over many of their bases, significant evidence has been uncovered which has confirmed circulating testimony and rumors about the links between the regime and ISIS.

This memo is just a small sample of testimony from FSA fighters that describe events on the ground where regime forces have been protecting and assisting this group. Accounts go further, saying that regime forces are intimately intertwined with this group, whose objectives are one and the same: to destroy moderate Opposition forces and establish control over as much of Syria as possible. Accounts of this kind are so widespread, most Opposition fighters can add their own personal accounts to this collection. We would encourage those interested to independently reach out to Syrians inside the country to hear their testimonies first-hand.

Regime-ISIS non-confrontation, protection & assistance:

    Non-confrontation: The ISIS headquarters in Raqqa are distinctive and famous buildings (the governorate building and Armenian Catholic Church). When the regime shells the city, the aircraft fly down very low to target FSA held areas, however they never bomb the ISIS HQ or target areas under its control.i This is also the case for ISIS HQ in Jarablus on the Syrian – Turkish borders and the HQ in Al-Danna (Idleb)
    In turn, ISIS has never attacked Jisr Al Shughour, a regime-controlled area of strategic value in Idlib or the regime-controlled areas of Dier Ezzor or Aleppo City. A US official has recently testified to this.ii
    During the battle between ISIS & FSA in the northern suburbs of Homs (January 10th 2014), regime aircraft were heavily shelling the FSA, avoiding ISIS, which assisted them to move forward in battle.
    During the last battle between the Islamic Front and ISIS when ISIS was defeated in Aleppo, two days prior to this a convoy lead by an ISIS military leader, Emir Omar Shishani, drove (January 2014) from Raqqa to Aleppo, there are many eye- witness accounts saying this convoy was protected by regime warplanes. In contrast, the next day, another convoy from Liwa Al Tawhid drove a similar route north and was heavily bombarded by the regime planes.iii
    As recently revealed in westerns media, ISIS and Jabhat al Nusra is selling fuel to the Assad Government in return for electricity.iv
    ISIS upholds a systematic policy of assassinating the strongest and most highly respected FSA commanders, such as Abu Rayan, responsible Tal Abyad border checkpoint who was tortured and killed by ISIS, Abu Basir in the coastal front- Latakia suburbs, who was a highly prominent officer in the FSA.vISIS-regime fusion:

    Current emirs in ISIS were serving officers with the regime. E.g. Muhanat Juneidi was serving with the regime in Dier Ezzor during the Iraq war where he was responsible for the section following and investigating those who went to fight in Iraq and returned. He is an Alawite and until recently was an Emir with ISIS in Idlib suburbs where he was seen wearing the Afghani dawb, with a long beard. He was responsible for security issues inside ISIS in this area before FSA defeated ISIS and drove them out of Idlib (January 9th 2014). Similarly, Abu Anas al-Iraqi leads an al-Qaeda brigade in the province of Raqqa: “Abu Anas is financed directly by the regime, through Iran and Iraq”, confessed an ISIS detainee.vi
    Accounts from FSA fighters of seeing the same faces fighting with the regime as fighting with ISIS.
    Accounts from torture survivors – who were subject to the same torture techniques under the regime as under ISIS. There are pictures and videos available demonstrating this. Similarly when ISIS commit massacres, they employ the same methodsas regime forces employ.
    During military clashes between FSA and ISIS, ISIS ammunition cases have been recovered by the FSA. Empty cartridges arelabelled as having been manufactured in the Institute of Defence Factories, the regime Ministry of Defence factory or from Russia.

      Documents:

    As the FSA have taken over ISIS areas, much evidence has been gathered and is being held with FSA brigades inside Syria. IDs of from Syrian intelligence agencies have been discovered in ISIS bases. Youtube videos, exhibit evidence which is currently held by the Jaish Al Mujahediin. It shows belongings found when ISIS bases were taken over by the FSA in Idlib. The evidence includes Iranian visas, Russian passports, Iranian simcards, photographs showing ISIS ‘emirs’ making fun of Arabs and posing with their scantily clad western unveiled girlfriends. Free Syrian Army uncovered in January the passport of Abu Hafs al Masri, senior commander of ISIS in the northern city of Jarablus, containing an Iranian visa stamp. vii

    Civilian Syrian testimony:

    Masarat media and activist organization collecting these views showed that 70% of respondents believe that the Assad regime supports ISIS. The same study showed that 79% of respondents believe that ISIS has not played an effective role in opposing the Assad regime in their area. Social media sites of late, especially Twitter, have seen a marked increase in the discussion surrounding the relationship between Assad and ISIS, fuelled by material such as leaked Youtube videos of fighters affiliated with the Assad regime posing as ISIS fighters.viii
    Conclusions

    As the Assad regime tried to crush the revolution, conditions of turmoil and lawlessness allowed these groups to originally enter Syria as they snatched power within a vacuum. The Assad regime has been protecting, supporting and facilitating ISIS within Syria. Allowing this group to thrive is his ultimate protection from the international community who has been led to believe he is fighting terrorism in Syria. As ordinary Syrians would testify, Assad is the biggest force of terrorism inside Syria, not only through this partnership but through his systematic state policy of war crimes which continues to crush what started as a peaceful call for freedom.

    We ask regional and international players: is it in your strategic interest to allow this regime to aid extremism, cause mass displacement & regional turmoil? The regime is allowing such groups to thrive on your borders whilst simultaneously perpetuating regional chaos by creating the greatest humanitarian crisis the world has seen this this century. It is time for a bolder policy to address this shared problem with final resolve.

You have to understand why the ISIS follow certain precise deadlines in the release of the horror-video. ISIS released the video on the 3rd February because it was Assad's regime to need of it in order to hide a butchery of Syrian people by the same Assad's, "anti-ISIS" and pro-Putin forces:

So Assad denies the collaboration of Western forces in order to defeat ISIS, because ISIS is the best alibi to indiscriminately Holocaustize the Sunni opposition,  but  cunningly he reverses the blame on the Western powers, hiding the benefit his regime gains from ISIS savagery with the accuse to the Western power to use "ISIS as alibi to intervene in Syria". 

Well, no more  justifications: ISIS is a tool of Assad and is a psy-op created to produce the scariest video possible in order to drag the attention of the public opinion away from the Putin's butcher in Syria, Bashar Al Assad, and from the related Genocide of Sunni there.

The Assad regime, on the other hand, kills in vast numbers not by staging mass executions on the ground but through frequent air attacks on civilian-heavy areas of Syria. But also the involvement of USA, could it be a trap to frame the same USA for war crimes?  Alexander Litvinenko was poisoned as he was gathering evidence to incriminate Russian President Vladimir Putin and Russian top officials for war crimes in Chechnya, Chechen separatist leader Akhmed Zakayev has said.

In an interview with IBTimes UK, Zakayev said Litvinenko was a leading figure in a Chechen government commission investigating alleged atrocities committed by the Russian military during the two Chechen wars.

"He was very important, absolutely indispensable in this commission because he knew all the generals who took part in military campaigns in the first and second war," Zakayev said.

"He also knew people in the FSB [Russia's intelligence agency] who gave him information on this matter and what else was happening in the northern Caucasus."

Tens of thousands of people, including many civilians, were killed during the two Chechen conflicts of 1994 - 1996 and 1999 - 2000.

Grozny was heavily bombarded in the second war that came as Putin was prime minister and helped him consolidate his power in Moscow.

Thanks to his insider knowledge, Litvinenko was reportedly able to link generals and other officials to specific attacks that resulted in high civilian casualties.

Zakayev, a close friend of Litvinenko said murdered journalist Anna Politkovskaya was also a member of the investigative team set up by Chechen president Aslan Maskhado in 2004.

Their work angered the Kremlin and eventually contributed to a death sentence being passed on the former KGB agent, Zakayev claimed.

Litvinenko was poisoned with highly radioactive polonium-210 at a London hotel In November 2006. Politkovskaya was shot dead in Moscow on Vladimir Putin's birthday a month earlier, while Maskhado was killed by Russian security forces in 2005.

Material gathered by the commission was to be used to file a war crimes case against Putin and Russia's top brass with the International Crime Court (ICC) in The Hague.

A criminal complaint was eventually sent to the ICC in 2014 by the unrecognised Chechen Republic of Ichkeria, of which Zakayev is the Prime Minister-in-exile.

The Moscow-educated former actor was a leading rebel commander during the first Chechen war and is due to be heard as a witness at the ongoing inquiry on Litvinenko's poisoning in the coming weeks.

A friend of actress Vanessa Redgrave, Zakayev first met with Litvinenko in London in the early 2000s after they were both granted asylum by Britain.

Sharing a common hatred for Putin and empathy for the Chechen cause, the two became friends and neighbours.

"He [Litvinenko] got very involved with our struggle," Zakayev said. "He once told me: 'Just like Germans now feel ashamed of what was done to the Jews, so Russians will feel ashamed of what has been done to Chechens. I don't want my son to be ashamed for me and that is why I would like to support the Chechens in their fight'."

On his London deathbed, Litvinenko converted to Islam and expressed the desire to be laid to rest in the same Chechen graveyard where Zakayev will also be buried.

The 55-year-old political dissident argued that his friend's fierce and vocal criticism of the Kremlin eventually led to his poisoning.

"He was seen as a traitor by the FSB not because he betrayed Russia but the cause that they [the FSB] served," he said.

While allegedly working for MI6, the former spy wrote a book claiming the Russian agents were behind the 1999 apartment block bombings in Russia that killed more than 300 people and eventually resulted in Putin - the former FSB chief - sending troops into Chechnya. Russia has always maintained Chechen separatists carried out the attacks.

In January 2015, the inquiry into Litvinenko's death also heard how the murdered spy had penned a series of critical articles including personal attacks against Putin as well as claims that corruption was endemic amid Russian intelligence officers.

In a piece published on a Chechnya website, Litvinenko accused the Russian president of being a paedophile after he kissed a five-year-old boy on the stomach.

Earlier this week, the former spy's widow Marina told the inquiry how her husband's activities resulted in what she described as a Kremlin-led campaign of intimidation against her family. Marina told the inquiry how Litvinenko's house and the neighbouring property of Zakayev were firebombed in 2004.

The separatist leader has also been the target of an alleged assassination plot. In 2012, the MI5 issued a warning that he was high up in a hit list drawn up by the Ramzan Kadyrov, Chechnya's Kremlin-backed current president - a man that rights groups accuse of overseeing murders and torture of opponents, and who has a tiger as a pet.

Zakayev, the last surviving top moderate rebel commander from the first Chechen war said he is well aware of the risks connected to his political activity, here in London, but he sees no point in dropping the fight for an independent Chechnya.

"If you get involved into Putin's crimes you get onto the list of those who might get killed," he said. "This danger exists and has always existed. However it doesn't mean that we all have just to hide and keep silent.

"Fear is not a guarantee of security. The guarantee is to make the regime in Russia change. If there is a different regime we will all be safe."
