However, Reagan’s Cold War crusade was influenced by more than advisers and strategies. Reagan felt a sense of divine calling in his attack on Soviet communism. And that sense was reinforced in three meetings he had with prominent Catholics.

This has happened to you at this time because your country and the world need you.” Nancy Reagan dissolved into tears. Her husband was almost speechless.


A year later, in June 1982, Reagan had an even more powerful encounter with Pope John Paul II at the Vatican. The Polish Pontiff rightly perceived in Reagan a Protestant who was friendly to Catholicism, and who counted many Catholics among his intimates. Of course, John Paul II was overjoyed when Reagan became the first president to extend diplomatic recognition to the Vatican a move long resisted by previous presidents. Both men shared a hatred of communism.


The two talked alone in the Vatican Library. They discussed the assassination attempts against them the previous year only six weeks apart. Reagan said to the Pope: “Look how the evil forces were put in our way and how Providence intervened.” Carl Bernstein and Marco Politi, in their biography of the Pope, dramatically conclude: “For the Pope, Reagan had been an instrument in the hands of God.” The feeling was mutual. According to a number of sources, the two men confided in one another that they believed God had spared their lives for a special mission, which they came to see as the defeat of godless communism in the Soviet bloc.


Following the meeting, the two men and their teams agreed to aid the Solidarity movement in Poland, aiming to keep it alive as the potential wedge that could split the Soviet Union's empire in Eastern Europe. Each man believed Solidarity could be the splinter to crack the Iron Curtain and hasten the downfall of the communist bloc. They were right. And the rest is history.


Again, how ironic that this man who was raised by an apathetic Catholic father would be surrounded by the most devout Catholics throughout his presidency both inside and outside the White House. And it was those Catholics who were crucial to Reagan’s life mission and enduring legacy: victory in the Cold War.

WASHINGTON -- The United States and the Vatican restored full diplomatic relations Tuesday, ending a 116-year break and sparking protests from Protestant groups that vowed to fight the move in Congress and in court.


President Reagan named William Wilson, a 69-year-old California businessman, who is now his personal representative to the Holy See, to become the U.S. ambassador to the Vatican.


Wilson, a Catholic convert and longtime friend of the president's, must be confirmed by the Senate. He has been Reagan's personal envoy to Pope John Paul II since February 1981. A Los Angeles real estate dealer, he is a trusted adviser and a member of his informal 'kitchen cabinet.'


Because of a slip-up in the arrangements, the planned simultaneous announcement of the upgrading in relations was made first at the Vatican at 7 a.m. EST, five hours before the State Department issued an identical 55-word statement:


'The Holy See and the United States of America, desiring to develop the mutual friendly relations already existing, have decided by common accord to establish diplomatic relations at the level of apostolic nunciature on the side of the Holy See and of embassy on the side of the United States beginning today, Jan. 10, 1984.'


Wilson, who operates out of a converted five-room apartment with a staff of three when at the Vatican, was reported to have told Reagan the United States has been at a disadvantage in diplomatic dealings with the pope.


The State Department, in making the announcement, said the purpose of restoring full relations is 'to improve communication and to put the United States on a par with 107 other nations which have such relations.'


But there was fiercely critical reaction to the announcement from conservative and liberal Protestants.


Television evangelist Jerry Falwell, head of the Moral Majority, said the move 'will establish a precedent which we will regret later. How long before Mecca (the holy center of Islam) makes such a request?


'While I personally feel it is a bad precedent and am on record as opposing such formal ties with the Vatican, it is obvious that the Congress and most Americans favor this move and it will be done,' Falwell said, however.


The Rev. Jimmy Draper, Euless, Texas, presidentof the 14 million-member Southern Baptist Convention said the move 'violates every rule of reason as it relates to church and state. The Vatican controls no country, so there is absolutely no reason for such a formal tie.'


Draper said the action could cost Reagan 'the support of millions of evangelical Christians.'


At the other end of the theological spectrum, the National Council of Churches, said an ambassador to any church is inappropriate.


Said Rev. Dean Kelley, head of the religious liberty department of the 32-member Protestant and Orthodox organization, 'That plot of land (Vatican City) would be of no diplomatic interest were it not the headquarters of the Roman Catholic church.'


But White House spokesman Larry Speakes said the administration recognized that 'the Holy See is an international personality distinct from the Roman Catholic Church.'


'The Holy See is an international focal point of diplomatic contact. We join these nations ... in establishing relations with the Holy See.


Henry Siegman, executive director of the American Jewish Congress, praised the Vatican's role in human rights but criticized the announcement.


'In the United States, we have a unique tradition of separation of church and state, and it is our position that formal diplomatic relations with the Vatican violate that constitutional principle,' he said.


Bishop James Malone, of Youngstown, Ohio and president of the U.S. Catholic Conference, welcomed the action, saying, 'It is not a religious issue, but a public policy question, which, happily, has now been addressed and settled in that context.'


Sen. Richard Lugar, R-Ind., who authored the legislation which overturned the 1867 ban on the use of funds, said the action 'reaffirms the importance of American interest in the work of Pope John Paul II for world peace and human dignity.'


But opponents in Congress, led by Sen. Ernest Hollings, D-S.C., have managed to place a 'hold' on a State Department request for shifting fiscal 1984 funds to put an ambassador in place and there are some indications the House, at least, will hold hearings on the issue.


Joseph Conn, a spokesman for Americans United for Separation of Church and State, said opponents will 'approach the Senate and ask them not to confirm (Wilson). Ultimately, if it takes it, we will go court.'


Wilson is the fifth in a succession of special presidential representatives that began with Myron Taylor, appointed by President Franklin Roosevelt in 1939.


President Truman nominated Gen. Mark Clark to be U.S. ambassador to Vatican in 1951, saying 'direct diplomatic relations will assist in coordinating the effort to combat the communist menace.' But Congress adjourned without acting on the nomination and in a storm of protest Truman announced he would not resubmit it.


The last ranking American envoy was U.S. Minister Rufus King Jr., who left in 1867 after Italian patriot Giuseppe Garibaldi took temporary control of Rome and Congress withdrew funds.

The step, announced here and at the Vatican this morning, was described by spokesmen for the Reagan Administration as intended to improve communications at a time when Pope John Paul II has become increasingly involved in international affairs.


But it touched off strong criticism among Protestant groups, as well as some Jewish and civil liberties groups, who criticized the move as a violation of the separation of church and state. Roman Catholic reaction was restrained and cautious. (Page A4.)


Californian Picked to Be Envoy


President Reagan announced that he would nominate William A. Wilson, a California industrialist and real estate developer, to serve as the United States Ambassador to the Holy See. Mr. Wilson, a longtime friend of the President, has been serving as the President's personal representative to the Vatican since 1981.


The Vatican's representative in Washington, Archbishop Pio Laghi, serves as an apostolic delegate, the envoy of the Pope in foreign countries with which the Vatican has no diplomatic relations. Under the action taken today, he or his successor would serve as a papal nuncio.


Establishment of full diplomatic ties with the Vatican was made possible by a move by Congress last year lifting a prohibition on diplomatic relations enacted in 1867. The original, a product of widespread anti-Roman Catholic sentiment and concern about the struggle for Italian unification, led to the withdrawal of the American minister to the Vatican, Rufus King.


No Debate and Little Attention


Since the time of President Franklin D. Roosevelt, some Presidents have sent personal representatives to the Holy See, but attempts to upgrade the diplomatic contact have been opposed. In November, however, when Congress repealed the 1867 ban, there was no debate in either the House or the Senate, and therefore there was little public attention.


A spokesman for Senator Howard H. Baker Jr., Republican of Tennessee, the Senate majority leader, said it was too early to tell whether there would be any strong opposition to the Administration's move today. Such opposition could take shape either in the appropriations process or in the confirmation proceedings for Mr. Wilson.

White House officials, however, said they foresaw little difficulty in sustaining today's action or winning Senate confirmation for Mr. Wilson. This was also the view of the office of Senator Richard G. Lugar, Republican of Indiana, who led the effort to permit the establishment of diplomatic relations.


In defending the action today, Administration officials noted that 106 other countries have full diplomatic relations with the Vatican. Two years ago, Britain established diplomatic ties on the eve of the first visit by a Pope to Britain since King Henry VIII broke with the church in the 16th century.


Both Larry Speakes, the White House spokesman, and John Hughes, the State Department spokesman, said there was no violation of the separation of church and state because the United States was recognizing the Holy See, rather than the Roman Catholic Church itself. Pope Held 'in High Esteem'


''The United States holds Pope John Paul II in high esteem,'' Mr. Speakes said. ''We respect the great moral and political influence which he and the Vatican exercise throughout the world. We admire the courageous stands he takes in defense of Western values.''


Mr. Reagan, who is a member of the Christian Church-Disciples of Christ, issued no public comment on today's action.


For all its historical importance, the announcement today was made in a somewhat low-key manner. It came after several weeks of discussion between the Vatican and American representatives and came at Mr. Hughes's regular daily briefing, at which he read a statement:


''The United States of America and the Holy See, in the desire to further promote the existing mutual friendly relations, have decided by common agreement to establish diplomatic relations between them at the level of embassy on the part of the United States of America, and nunciature on the part of the Holy See, as of today, Jan. 10, 1984.''


A nearly identical announcement was issued at the Vatican this morning:


''The Holy See and the United States of Amerca, desiring to develop the mutual friendly relations already existing, have decided by common accord to establish diplomatic relations at the level of apostolic nunciature on the side of the Holy See and of embassy on the side of the United States beginning today, Jan. 10, 1984.'' May Help Win Catholic Support


Several White House and Republican political strategists said today that they thought the move by Mr. Reagan would help win support among Roman Catholic voters, although they emphasized their view that this was not Mr. Reagan's motive.


Some questioned, however, whether this support would be undermined by defections among Protestant or Jewish groups opposed to the action today.


''There was no real hue and cry up here for this,'' a Republican aide in the Senate said. ''I think you're going to hear some grumbling and grousing, rekindling some of the religious bigotry that's still within this country.''


But a key White House official said public reaction to Mr. Reagan's move was likely to be favorable.


''I would say it's a positive,'' said the official, Faith Ryan Whittlesey, assistant to the President for public liaison. ''The rank-and-file Roman Catholics are pleased that this has taken place. Everybody knows that the Holy See is an international focal point of diplomatic contact. I think the level of opposition will be muted.''
