Book by Jürgen Roth: "Secret Files 'S': Smolensk, MH17 and Putin’s War in Ukraine"

“The placement of explosives on board the Presidential TU-154M would have been impossible without the involvement of the Polish services” - Jurgen Roth in “Verschlussakte S”.

"There is no doubt that the conduct of the official Polish and Russian government institutions in the aftermath of the Smolensk Crash, left a wide field for speculation on the causes of the April 10, 2010 tragedy. Not surprisingly, the conspiracy theories that began to emerge immediately after the crash, found a fertile ground" - writes the German investigative journalist Jürgen Roth in the introduction to his book about the Smolensk crash, entitled "Verschluss Akte S" (Eng. “Secret File ‘S’”), that made its debut in Germany several days ago.

According to the author, both the Russian government’s Federal Security Service, or FSB (a present-day successor to the KGB), and the Polish government, immediately denied any complicity in the disaster, conveniently referring to any claims to the contrary, as a sheer nonsense. Not at all surprisingly, anyone who thought that Smolensk crash was anything other than an "accident", was conveniently labelled a “fairy-teller” who uses this tragic incident for political reasons.

The following is an excerpt from the report that Roth received from his BND (Federal Intelligence Service, or Bundesnachrichtendienst) source.

"Should this top secret Federal Intelligence Service document, bearing the date of March 2014, be ignored? It is on that date that the German intelligence operative sent his report to the headquarters in Pullach. The report drew on interviews conducted with a senior member of the Polish Government, and a leading officer of the Russian Federal Security Service (FSB). The document asserts the following: "A possible explanation for the cause of the 04-10-2010 crash of the TU-154 in Smolensk is a highly-probable assassination operation with the use explosives carried out by the Department of the FSB, operating under cover in the Ukrainian Poltava, under the command of General Yuri ‘D.’ from Moscow“."

According to Roth, it concerns the Department III of the FSB, responsible for the Scientific and Technical Operations. Its subdivisions include: Acquisition and Management of Arms, Military Equipment and Special-Purpose Equipment and Management of Operational and Technical agents. The BND document states:

“Despite intense effort, it was impossible to ascertain the remaining course of the events for carrying out the [Smolensk] operation, acquisition of explosives, or further communication that ensued, as it would put the source in the field at risk”.

"As it happens with all the information originating from the BND, you can choose to believe it or not. However, taking under consideration all available pieces of the puzzle, it is apparent that they do fit the facts and evidence, and this suggests that this intelligence had not been fabricated." - writes Roth.

Jurgen Roth continues: 

In February 2013, a recently deceased member of the Bundestag (representing the CDU), Andreas Schockenhoff, who was the former Federal Government coordinator, said during the Munich Conference on the German-Russian Cooperation on Security Policy:

"We know that there are all sorts of speculations about the causes of and responsibility for the Polish plane disaster in Smolensk. It is clear that these speculations can be explained only through the openness and transparency. Moscow's attitude is incomprehensible. Russians surround the whole thing in secrecy, which leads to questions about the motives for this behaviour" - we read in the February 2013 statement. The Russian position on this issue has not changed to this day [...] pp. 234-235

Circumstantial evidence and eyewitness accounts of explosions:

A lot of circumstantial evidence pointed to the fact that the crash was caused by one or more explosions - and this is corroborated by the BND report from March 2014. This document not only held that the order to take down the TU-154M came "directly" from a high-ranking Polish politician, but it was also directed to the FSB General, Yuri ‘D.’”

"It was not possible to ascertain when and where it took place." – the BND agent reports. The aforementioned FSB General made contact with the FSB Operations Group under the command of Dmytro ‘S.’, who was stationed in Poltava. "Dmytro S. and his group, consisting of fifteen full-time FSB operatives, used the official identity documents of the Ukrainian SBU [Security Service of Ukraine]. They are stationed there as a support for the SBU. In fact, they are all FSB officers attached to the Department III for Scientific and Technical Services.”

It begs the question, why it was the Department III of the FSB that would be involved in such an operation? Roth explains: Until 2011, “D.” served as an adviser on National Security issues to Hamid Karzai in Kabul, Afghanistan. It seems that “D” could easy secure access to the explosives. Still, given the fact that TU-154 was the Polish president’s government aircraft, it would have been subject to a very strict security protocol. The author states that rigging the plane with TNT, and placing the remote-controlled detonators on board, would have been impossible without the involvement and cooperation from Polish services who were on the inside.

Let us recap the BND Intelligence report cited in Mr. Roth's book:

- It lists two different sources,
- Source One is a high-ranking Polish government official,
- Source Two is a Russian FSB operative,
- Both sources informed the BND about the Smolensk operation,
- Both reports are produced independently of each other,
- Neither source has the knowledge of the other.

The German BND intelligence commented on the Smolensk crash already at the end of April, 2010: "Polish security services are currently exploring the circumstantial evidence in favor of a premeditated cause of the crash of the Polish President Lech Kaczynski aircraft on April 10, near Smolensk. In this context, the following background evidence was provided [earlier]. In the second half of 2009, the Polish energy enterprise and the Russian energy company Gazprom carried out negotiations concerning a new gas supply contract …”

Jurgen Roth tells us further that reading of the report reveals that Russians put forth excessive demands, which were not acceptable to the Polish negotiators.

 The BND drew attention to the exploratory study conducted by the Polish Geological Institute, which concluded that Poland may have the biggest shale gas deposits in Europe. "We further note, [that it is possible] to wean the country from foreign gas for the next hundred years. How seriously can we treat this information? Is this a disinformation that is widely used by intelligence outfits throughout the world as a part of their trade-craft, or are we dealing with a cold analysis of political power structures in Poland, that concerned very large economic projects?

Wild speculations or a cold calculation?

Meanwhile, the question of “who and how” placed the explosives on board, and detonated them, remains unanswered. Similarly, if the President’s plane was indeed rigged with explosives, it begs the question: what the political motives for the assassination would have been.

Thus far, we cannot provide definitive answer to this question. What we have is only a political assessment. If we were to believe the BND findings, the contract to take the TU154M down was given to the Russian FSB by a senior representative of the government of the Republic of Poland. Other intelligence services start with an assumption that Smolensk was possibly an “act of lawlessness” carried out by a small group of conspirators, that didn’t have to get an advanced order to go ahead with the operation. The opposition in Poland, especially the PiS [Pol. “Prawo i Sprawiedliwosc”, Law and Justice - the late President’s opposition Party] believes that the motive was implacable opposition of President Lech Kaczynski to the Russian president, Vladimir Putin.

In 2010, the BND wrote:

The report concludes with the following sentence: It is not only the Polish security authorities that ponder about all the uncertainties surrounding the death of Lech Kaczynski. They also wonder why, exactly in Katyn, was Donald Tusk offered such an unfavourable contract, and what were his reasons to accepted it?” […] pp. 263-264

The parallels with the Malaysian passenger plane downing on 17 June 2014, are obvious. Depending on the prevailing political climate, the circumstantial evidence on hand will surely be viewed as either reliable, or unreliable. At the time the government institutions are conducting their investigations into the cause of the accident; the political pressures will trickle in and play a decisive role in their outcome. However, this is also exactly what differs the Smolensk crash from what took place in Ukraine four years later. In the case of the Malaysian Airlines passenger aircraft downing, there is an international commission of inquiry, which can operate relatively independently. In Poland, however, such an inquiry was excluded just moments after the crash was reported.

The experience gained from observing Russia, and not only in connection with the MH17 downing, shows that disinformation is a popular method of covering up murders and assassinations. Political power-plays, or fear of consequences seem to be obvious in the case of the investigation of the Presidential aircraft crash in Smolensk. Professor Marek Żylicz, member of the Miller Commission put it with artless candor: "Our aim was not to cause a war with the Russians, just to get the bare minimum information, so we can put this investigation to rest”.

Mr. Roth writes further - it is precisely for this reason, that the crucial issue of the explosion on board the Tupolev 154M remains unexplained to this day.

There are too many varied politically-motivated variables at play, to allow for an impartial explanation of whether there was or was not an explosion – let alone, whether it was an assassination or not. Undoubtedly, the circumstantial evidence supports the hypothesis that the aircraft was destroyed by an explosion. You cannot rationally explain an outright hate for the independent scientists, who have explored, inter alia, the possibility of explosions on board the presidential aircraft. This phenomenon is unique in Europe. After all, nothing stands in the way of vetting the credibility of scientific results gathered by these scientists in an open discussion.

The Smoking Gun – explanations and comments [...] pp. 270-271:

Vladimir Putin's decision to treat the State Aircraft with the President of the Republic of Poland on board, as a civilian aircraft, gave Russia almost exclusive authority over the conduct of the investigation. Thus, the Polish experts and investigators were completely dependent on the good will of Russia, which caused a great anxiety among the Polish security authorities. After all, it was no secret that the Russian government would make sure that their own interests are fully protected, and supersede all others. It is here, that once again the BND report from 2010 should be recalled. The document states, among other things, that Polish government’s trust in the Russian investigation, was critically received by the Polish security organs: "A great majority of [Polish] security authorities share a deep distrust of the investigation conducted by the Russian side […] - concluded Jurgen Roth

If you think well it's appalling. In September 2010 some Polish experts were gathering the evidences of explosives from the wreckage of the TU-154 M downed at Smolensk the 10th April with a bomb inside. In that air crash Lech Kaczinski and other 95 passengers and crew members died. Not only five months after that mass assassination, Israel signed a military agreement with Russia:

But the most appalling detail comes from the fact that Lech Kaczinski was a man who was deeply sensible to the Holocaust remembrance and a sincere friend of the same Israel - only five months before the military agreement with a government of a country involved in the murder of Lech Kaczinski.....:

Israel's leaders on Sunday expressed deep sorrow over the death of Polish President Lech Kaczynski, calling him a true friend of the Jewish people and praising his efforts to heal the scars of the Holocaust.

Kaczynski was leading a delegation headed to Russia to honor Polish officers killed there in World War II. Many of Poland's elite died in the crash, including its military chief.

Israel's military chief Lt. Gen. Gabi Ashkenazi called his Polish counterpart, Gen. Franciszek Gagor, an amazing military man. Ashkenazi said he was impressed by Gagor's efforts to teach young officers about the Holocaust, and to introduce Israeli and Polish soldiers to one another.

The annual March of the Living - when thousands of young Jews and elderly Holocaust survivors march at the former Nazi death camp of Auschwitz - is scheduled for Monday. Organizers said the program would begin with a tribute to the Polish leader.

Poland's small Jewish community, which was nearly wiped out in the Holocaust, planned a special prayer service in Warsaw's main synagogue Sunday afternoon.

In 2008, Kaczynski became the first Polish head of state to attend a religious service at a synagogue there. "

On Saturday 13 March, 2010, Georgia's TV Imedi aired a hoax news report on the re-invasion of Georgia by the Russian Federation. The report included the scenario of the aircraft carrying Polish President Lech Kaczynski to Tbilisi being blown up, leading to the Polish President's death.

This quasi-report consisted of true archival shots. The program was so suggestive, that it immediately caused panic in Georgian society and when it was revealed to be a hoax, it aroused anger among Russian politicians. The program contained also a Polish thread. The report included the scenario of an aircraft carrying Polish President Lech Kaczynski to Tbilisi being blown up, leading to the Polish President's death. The writers of the program reported that a plane flying to Tbilisi with Lech Kaczynski on board was shot down by the Russians. As a result of this attack, the Polish president and all members of the delegation accompanying him died. Mikheil Saakashvili criticized the program, but in an interview with reporters, and later in a given statement, he let people understand that the events presented in the program should be understood as real Russian plans.

On April 10th, a Polish military owned Tu154M crashed in Smolensk killing all passenger on board including Polish President Lech Kaczynski and the entire General Army Command of the Armed Forces of the Republic of Poland.

Yes I understand Jews, and I take my daily portion of threats every day. If I was a Jew in Israel, watching the program or YOutube with those ISIS Jihadists with the brain of Israeli soldiers or hearts of Assad's soldier in the mouth screaming "JEWS-YOU-ARE-NEXT", could I resist from falling in the paws of Putin if he is the ONLY guy promising (without any kind of guarantee) salvation from those beasts of Hell?

WARSAW (Reuters) October 20, 2014 5:11 PM - Poland's parliamentary speaker, Radoslaw Sikorski, has been quoted as saying that Russian President Vladimir Putin proposed to Poland's then leader in 2008 that they divide Ukraine between themselves.

Sikorski, who until September served as Poland's foreign minister, was quoted telling U.S. website Politico that Putin made the proposal during Polish Prime Minister Donald Tusk's visit to Moscow in 2008 - although he later said some of the interview had been "overinterpreted".

"He wanted us to become participants in this partition of Ukraine ... This was one of the first things that Putin said to my prime minister, Donald Tusk, when he visited Moscow," he was quoted as saying in the interview dated Oct. 19. 

"He (Putin) went on to say Ukraine is an artificial country and that Lwow is a Polish city and why don't we just sort it out together," Sikorski was quoted as saying.

This is the reason why the Utøya Massacre and the Smolensk 2010 air crash are linked and are visibly part of the same strategy finalized in to eliminate both morally (Utøya ) as well physically (Smolensk) any possible ally of USA within the NATO.... Does all that come from Moscow? I seriously doubt about it even if there's more than a clear evidence that the Kremlin enjoys very much it and often materially participates (Smolensk) in the implementation of this slow process of isolation of USA within NATO.... Gantar and Jelušič with high-level talks launched visit in China

BEIJING - President of the National Assembly Pavel Gantar and Defence Minister Ljubica Jelusic started a separate visit to China.

Gantar has met with Chinese Vice President Xi Jinpingom, Jelusic with the Deputy Head of the Central Military Commission Xu Caihouj. Both also attended a reception at the Slovenian National Day.

Excellent and friendly relations between the two countries

As reported in the National Assembly, Xi and Gantar in a conversation that lasted longer than originally anticipated, highlighted the excellent and friendly relations between the two countries, Vice President of China congratulated with Slovenia on 20th anniversary of independence. As estimated in the past few years, Slovenia has made significant development, a factor of peace and stability and plays an active role in international organizations.

President of the National Assembly DZ (Slovenian parliament – avles) about the areas where China and Slovenia could strengthen economic cooperation, mentioned in particular the chemical and pharmaceutical industry, transport and infrastructure, telecommunications and science and research. Although Slovenia is the largest economic partner of China in the Western Balkans, there are still open possibilities for closer cooperation with the harbour of Koper and high-tech and other companies.

Gantar has also met with the Chairman of the Standing Committee of Chinese People's Congress Wu Bangguojem by which they agreed that relations between the two countries in the past two decades developed into close cooperation. Political contacts are looking at the highest level, Gantar expressed his belief that there is mutual interest in strengthening, in particular economic cooperation.

Wu thanked Slovenia for support for one-China policy

Wu thanked Slovenia for supporting the one-China policy and its active role in the dialogue between China and the EU. He highlighted China's interest for Slovenia's participation in the automotive industry, development of infrastructure and in education and tourism.

The Defence Minister whose the most important meeting - a meeting with Chinese Defence Minister Liang Guangliejem - namely waiting on Tuesday, has since met today with Deputy Head of the Central Military Commission, a three-star generals Caihoujem Xu.

Strengthening defense cooperation

He explained that this commission is the highest decision making body of the military and defense matters in China. The talks were focused mainly on bilateral defense cooperation, and it was expressed much willingness to continue and strengthen this cooperation in the future. The most important "export point" of Slovenia as regard the words of the Minister, is the center of excellence for mountain warfare in Bohinjska Bela.

Jelušič lectured at universities in Beijing

Jelusic also visited the National Defence University in Beijing, where they attend school together highest military-political, defense and civil-political structures. As explained in Slovenia we do not have anything like that yet, but it is in preparation such a course for general staff in which they could also invite representatives of civil policy. The university also had a lecture in which the Slovenian Minister of Defense highlighted the main security challenges facing both Slovenia and China.

"We have now a very successful visit"

The statement by the Minister reminded that this visit is the first visit by a Slovenian defense minister to China, while adding that it was also the first visit of a female Defence Minister to China in the last five years. She further stated, "It's already very successful visit."

Both Prime Minister and Slovenian National Assembly president Gantaras in the Kempinski Hotel in Beijing attended the commemoration on the 20th years of Slovenian statehood, which was prepared by the Slovenian Embassy. Gantar in his address to more than one hundred guests at the reception - diplomats, businessmen and other distinguished guests - underlined that Slovenia and China have shown that the differences between territorial distance are not hindering mutual understanding and cooperation.

The arms embargo the European Union China

China People's Liberation Army, with nearly 2.3 million active soldiers largest army in the world, and these, according to the rules does not depend on weapons imported from the European Union. The European Union has teamed up with the United States by the events in Tiananmen Square in 1989, an embargo on arms sales to China of the Member States. The main reason for such a move could find in the fact that the European Union did so to show disapproval for the events, but also prevent repression of the state over its own people.

A source close to EU High Representative outside Ashton says he is nearing the end of the embargo. Embargoes are already since many years loudly criticized, among others, have been criticized by Gerhard Schröder and Jacques Chirac. Both were of the opinion that it is completely absurd. Former French president see mainly the nonsense that equates the China embargo to other countries, to which also applies the European Union embargo on arms sales. Myanmar, Zimbabwe and Sudan, in his words, can not be compared with China. Former German Chancellor Schröder has also seen the embargo nonsense, since China today is no longer the one in 1989. Both France and Germany with the withdrawal would obtain a large gain, as it promises arms exports to China, although both countries are trying to reject the view that they want to cessation of the embargo only in order to trade weapons.

Despite the eventual elimination of the embargo it would remain subject to certain restrictions. In 1998, the European Union adopted a Code of Conduct on Conventional Arms Exports. The Code consists sufficiently thorough and comprehensive and could still theoretically stop the sale of weapons in different situations. Among the many articles in connection with China is particularly important article, which prohibits the sale, if there is a "clear risk for internal repression." This article would prohibit the sale in case of suspicion of weapons for purposes that would constitute a violation of human rights. Another, in the case of China, an important article is one that prohibits the sale, if there would be a "clear risk that weapons will be used aggressively against another country or to occupy other countries." This article would prohibit arms sales, if it could remain the suspect that China wanted to take Taiwan. This is strictly against the embargo, but by the rules contained in the code, the risk would be greater. However, this requires a certain degree of skepticism, because the European Union does not officially recognize Taiwan. However, the problem of the Code lies in the fact that it is - as told by Lithuanian MEP Justas Paleckis - in practice ignored.

Because of possible complications related to Taiwan are against the embargo and the United States. Recently it came to media related documents, which it sent the Wikileaks. This document was written with the intention of the U.S. to mobilize its embassy in the European Union and to prevent Spain's intention to abolish the embargo. Member of the Iberian Peninsula has taken the presidency of the European Union in the first half of last year clearly called for the abolition of it, but despite its favorable prospects experts have failed to do.

The United States already firmly defends the embargo, since, according to former President Bush, in a case the tightening relationship between China and Taiwan, U.S. are also those who were "forced" to protect Taiwan. The European Union as an ally of the United States in this area would not like to afford complications. This is particularly relevant because in 2005 China adopted a so-called "anti-secessionist" law that gives the military the power to prevent by force the independence of Taiwan ..

The question is what would actually constitute a lifting of the embargo? I guess this would be more than not only an indicator of closer relations between China and the European Union as well as an indicator of the EU China acknowledges some positive changes. China, nevertheless, it still violates some human rights, however, is no longer the China, as it was in 1989 on the implementation of the embargo.

European Union, should the embargo end, would came one step closer to China. To desire mutual participation by both, especially in the economic field, we clearly see the recent visit of Chinese delegation and President Hu Jintao in Europe. China clearly wants lifting of the embargo, but not due to any greater need for European weapons, but because of the aforementioned symbolic importance. The Asian superpower has repeatedly underlined the anger, but also the sadness because of this document. The latter speaks about the embargo "reluctantly" referring to it to as slap to her politics, and often spoke to the European Union about the abolition. President Hu Jintao said that the removal of European embargo would signal the acceptance of China as an equal force on the world scene. Particularly because China believes that it is not in the same position as other countries with the same restriction, especially after the European Union in October 2009 withdrew the embargo on arms sales to Uzbekistan.
